An application has been submitted for a HMO. The design and access statement states that the provision of affordable housing is not required as the HMO are for the private rental market and would be unviable. I thought affordable housing policy was only relevant to physical development (i.e. new builds and the like)? How can it be applied to a use class change (assuming your query IS regarding a use class change)? There's no "physical development" to influence...	Simon BB Local Resident 02 Aug 2010 17:50
