Best value performance indicators (BVPIs)
With effect from 1 April 2008 the Best Value Performance Indicators (BVPIs) were replaced by a set of National Indicators.
The BVPIs for planning included:
- BVPI 106 - minimising loss of countryside to new building.
- BVPI 107 - gross costs of planning not including any fee income.
- BVPI 109 - speed of planning decisions. This did not take any account of the quality of planning decisions. It included a 13 week target for major applications and an eight week target for minor and other applications.
- BVPI 188 - the delegation of decisions to planning officers.

Planning peer challenge
A group of peers and improvement specialists come to your authority to help you recognise good practice and areas to improve. Brad Fleet, at Wiltshire said "The peer challenge was an extremely valuable and productive exercise. The challenge team were experienced in the service area they examined and their conclusions were both relevant and well focused. As a result, the feedback from the team was welcomed by both members and officers who agreed that the final recommendations were practical and would all improve service delivery, staff engagement and customer satisfaction"
