Lessons

  • identify common interests – be clear about how collaborative working can help to improve planning outcomes in the local development framework 
  • identify differences and address them – councils report that understanding differences as well as similarities is an important factor in developing realistic collaborative processes
  • set up formalised processes – structures that reflect the commitment of the authorities to collaborative working are necessary to reinforce the legitimacy of the work. They also help to build trust.
  • secure agreement from councillors – ensure that councillors understand the long-term planning benefits of collaborative working and create processes that build up trust. This will help overcome potential tensions.
