Free commercial skills for councillors online masterclasses

Two new online masterclasses to support elected members to develop skills to make confident and appropriate decisions about refocusing commercial activity, following the impact of COVID-19.


As a result of the impact of COVID-19 on income generating activity, many councils are refocusing their commercial plans. The LGA consulted with councillors to discover which topics they would like included in the Commercial skills for councillors training. Based on their responses we have developed two new masterclasses. Councillors can book to attend both or select the masterclass which best matches their need.

 The masterclasses will be hosted via the Zoom platform. There are 50 places available for each masterclass, issued on a first come, first served basis.

Commercial mindset masterclass – course outline

2 hours, delivered via Zoom. Masterclasses run between 10am and 12 noon

This masterclass is designed to support councillors to develop skills in following areas:

  • understanding (at a high level) the trading powers available to local authorities
  • reviewing and refocussing your council’s commercial activity in light of the impact of COVID-19
  • challenging conventional thinking to solve problems – how to use alternative approaches to develop sustainable income streams
  • setting the commercial vision and outcomes and empowering officers to deliver those outcomes
  • using commercial approaches to deliver social value – placing purpose at the heart of commercial activity.
Commercial leadership and decision-making masterclass course outline

2 hours, delivered via Zoom. Masterclasses run between 10am and 12 noon.

This masterclass is designed to support councillors to develop skills in following areas:

  • understanding and appraising investment proposals (including risk)
  • understanding the financial health of companies, including questions to ask of chief financial officers/finance directors
  • the role of the board directors, including roles and responsibilities
  • culture and ethics.
